The Reading Viaduct is completely unusable. Where it splits off from the current mainline, there is the new power substation. Also, it ends before getting to I-676. Plus, where are the trains going to go if you can somehow move the substation? "Reading Terminal" is now the Convention Center.
Ahem "If there were special tracks that go anywhere you want that currently lack RR service" dont rain on my parade please. I know that its unusable. but another question that pertains to it is a tunnel next to pennsylvania ave. anybody have any background on it? the one in question: http://www.phillyfuture.org/node/3378
