 Why did I see 3481 running in revenue service on the 55 @ 69th & Old York Road today?

3481 had a paper sign in the window, chartered on the destination signboard.

 What's a Neo doing on the 55? A transfer from Frankford? Nobody else has them.

 More likely an bus on the 55 broke down, and SEPTA used an bus off of the 8 or some other frankford route which goes there... It generally happens more often then you think!! ESp at 54th and city!!
